Prior to the shooting of Ileto, the killer had also opened fire into the North Valley Jewish Community Center, injuring several adults and children.
The Commission ruled that Ileto's killer violated Ileto's civil rights and caused extreme emotional distress, justifying the maximum award for actual damages plus a civil penalty.
